US and Turkey Designate ISIS Leader and Affiliates as Terrorists

The United States continues to collaborate with the Republic of Turkey to combat ISIS and disrupt its facilitation networks. In a recent move, the Department of State has designated ISIS leader Adam Khamirzaev as a Specially Designated Global Terrorist (SDGT).

Adam Khamirzaev, also known as Adam Islamovych Oliferchik, is the emir of the ISIS Georgia Province. Khamirzaev is being labeled as an ISIS leader under E . O. 13224, as modified. In addition, the Treasury Department designated three members of an ISIS-linked smuggling network for providing assistance to ISIS under E.O. 13224, as amended.

Muhammadyusuf Alisher Ogli Mirzoev is an Uzbek national who is working to create an ISIS-linked “military” training center by mid-2023. The Turkiye government has likewise designated Mirzoev. Muhammad Ibrohimjon Niyazov is a Uzbek national and supporter of the ISIS-linked smuggling ring. Niyazov has provided administrative and logistics support to ISIS members in Turkiye. The Turkiye government has likewise designated Niyazov.

Olimkhon Makhmudjon Ugli Ismailov lives in Uzbekistan and is a member of the ISIS-linked smuggling network. These designations were made in collaboration with the Turkish Government, which is also taking domestic action against Khamirzaev and other members of this network.

As a result of these designations, “all property and interests in property that these individuals own in the United States or that are in the possession or control of a U.S. person are barred. U.S. citizens are typically restricted from doing business with sanctioned individuals. Any US or foreign person who engages in certain transactions with these individuals may be exposed to sanctions risk, including under secondary sanctions agencies.

“Petitioners requesting the removal of individuals designated from the Specially Designated Nationals and Blocked Persons List may consult the Department of State’s Delisting Guidance page and the Department of the Treasury’s website for information on how to file a removal request.”
